NEPA requires federal agencies consider the impacts of the Proposed Action on the natural, cultural and human environment prior to making any decision on action implementation. For major federal actions with the potential to significantly affect the quality of environment, an Environmental Impact Statement (EIS) must be prepared. Preparation of an EIS is a multi-step process. Public participation is a key part of the NEPA process.
Note: USACE will consider all comments previously received during the initial public notice and public hearing as part of the EIS scoping process.
