I oppose any tunnel being placed in the Straits of Mackinaw or in any Great Lake. I also oppose doing any water tunneling business with Enbridge. They have shown in prior instances that they will only clean up what they feel is reasonable, not taking into consideration the remnants that oil spills leave for generations. To have them sign over the Tunnel to the State of Michigan indicates that they are not willing to be responsible for any spills that may happen and that the tax payers in the State of Michigan would be liable for all monetary and personal liability. NOT and option for the residents. We don’t even get to vote on accepting or declining this tunnel and all of its liability. Enbridge has shown itself to be a company that is about profits not people.

Hello. We, like each of USACE staff, love Our Straits and Our Great Lakes. As co-founders of Kalamazoo Remembers, created after we experienced the horribly destructive Kalamazoo River oil spill, know how devastating that it was and it will never be the same.

We had sent comments for the DEIS on the original tunnel proposal as well as speaking out about how destructive it is to the environment as it is built, post as an explosion threat and a major one to the Great Lakes, the drinking water for millions.

This new DEIS was an abruptly shocking surprise and feels like collusion between USACE and Enbridge OR just we cannot decipher which proposed it. This is a bait and switch by Enbridge or USACE after focusing on the tunnel for years.

Both options are unsafe and in direct opposition to what the people want. We, and many others, feel duped and unheard.

Enbridge cannot safely
perform horizontal directional drilling in the Straits of Mackinac. Their track record of frac-outs in their Line 3 expansion project demonstrates this. Fracking leads to increased earthquake activity as
well.

You have warned that the horrible tunnel idea is not airtight and potentially gassy—meaning it could explode. This is all of what us as the concerned public and reputable organizations have told you.

Now, this HDD debacle which is not an acceptable alternative. Why? It makes us wonder what is really going on behind the scenes.

This project which is unsafe, a threat to the environment and Our Great Lakes, still forces Michigan taxpayers to carry all the risk for a foreign corporation.

You must not let Enbridge drill into Our Great Lakes. They are yours too. Just please deny Enbridge’s final permit.

As a born and raised Michigander, I thought we were all proud of living in a “Water Winter Wonderland”. Line 5 continues to be a direct and rather deliberate bastardization of such a state tradition, with its propensity for spilling oil into and around our famous waterways, putting ecology, tourism, recreation, livelihoods, and the very essence of our state at risk. Should we not, as Michiganders, be especially conscious of our unique position as protectors of these Great Lakes? Should we not do anything and everything we can to be stewards of this great land and water? Anything else is, frankly, anti-Michigan. Our lakes hold 21% of the planet’s surface freshwater, shouldn’t we aim to protect it at all costs? For our and future generations’ enjoyment, yes, but also to solidify ourselves as a state which cares about its natural resources and aims to keep them as natural, healthy, and “pure” as our state tourism motto suggests. Environmentally speaking, our water is our circulatory system, flowing and moving nutrients and life force throughout not only our state, but our country and our world. Our relationship with our water systems should be reciprocal, and we should maintain the natural functions of these systems so that they are able to support us, as they have for all living beings who have ever called this planet home. These waters are ancient, and have been doing their job longer than we’ve been here; we should allow them to continue doing just that without the threat of ruin via our human hubris. Begging: Protect the Great Lakes we all share.
Please:
1) Listen to the Bad River Band and other Tribal nations who have made their opposition clear.
2) Protect the Great Lakes economy - Tourism, fishing, and communities across the region depend on clean water.
3) There seems to confusion between Enbridge and Michels about how to proceed. This must be looked into instead of moving forward with HDD or the tunnel! Please reconsider what we are doing and where it’s being done.

The proper precautions do not seem to have been taken to ensure the Great Lakes are not massively polluted due to this project. It is imperative to protect the Great Lakes not only as they are staples in the culture of the Midwest for everyone to enjoy. But they provide a key source of fresh water for the country as a whole which in increasingly important as droughts continue to plague the west side of the country year after year.

Furthermore the effect the Great Lakes have on preserving and allowing numerous aquatic species to thrive cannot be understated. Too many species to name migrate through these lakes each year to breed and feed allowing them to continue to flourish. This will not continue if we fill them up with pollution.
Finally, there has not been enough of an explanation provided as how this would even benefit the residents of Michigan or the US. It appears the proceeds from this dangerous and irresponsible project would go directly back to a private company based in Canada. The Great Lakes would be assuming all of the risk and receiving none of the reward. At the very least there needs to be more transparency with who this project benefits the most. But all in all you should just leave the damn lakes alone.

Enbridge has not provided sufficient information–on the full project, its potential environmental impacts, or the available alternatives–for EGLE to properly consider its application for a Water Resources Permit under Part 325 and Part 303 of Michigan’s Natural Resources and Environmental Protection Act . When all of the necessary information is considered, it is clear that the tunnel project cannot be lawfully permitted because the project will have more than minimal environmental effects, and because the shutdown of Line 5 is a viable, and much preferable, alternative to constructing an unprecedented tunnel project to house a new section of oil pipeline through the heart of the Great Lakes. Enbridge does not have the necessary legal authorization to operate the proposed tunnel project in the Straits, as required under the Great Lakes Submerged Lands Act and Michigan’s public trust doctrine.

The tunnel authority, such as it is, lacks sufficient insurance, a clear violation of the 1953 Easement, and the 1977 Transit Pipeline treaty. Therefore, until and unless they can provide proof of having over $4 Billion in insurance, the tunnel should not be permitted.

Hello. I am writing today to publicly state my staunch opposition to the proposed Line 5 project. There are far too many potential risks, including the likelihood of irreversible devastation to our water, soil and air. Enbridge has repeatedly demonstrated complete disregard for laws, people and land, and there is no reason to believe that they won’t continue to operate in such a manner in their endless pursuit of financial gains. Enbridge also has a clear track record of being unable to safely perform HDD drilling, as demonstrated in the numerous frac-outs in their Line 3 expansion project. Frankly, it is absolutely outrageous that this is even being considered as a viable option.
Alternative: Rather than continuing to double down on energy systems that are known to be finite and running out- ie fossil fuels- we need to shift and invest resources into renewable energy sources.
Again, I am expressing my utmost opposition to the Line 5 project, and strongly urge those in power to reject this proposal, and to instead turn towards alternatives that will be life-affirming for generations to come.
